NASA SEWP VI

This is Blackwatch International’s public NASA SEWP VI page for the SEWP Program Management Office, SEWP points of contact, and federal customers. SEWP (Solutions for Enterprise-Wide Procurement) is a government-wide acquisition contract for information technology, communications, and audio-visual products and services.

Blackwatch International Corporation holds SEWP VI contract 80TECH26D0872, Category C, small business, ceiling not to exceed $20 billion. Master contract NAICS is 541513. CAGE code is 622B2. NASA anticipates SEWP VI ordering will begin 1 November 2026. Delivery, payment, and the amount of each order are specified on that delivery order.

Scope and fee

SEWP VI covers information technology, communications, and audio-visual (ITC/AV) products and a full set of related services for federal agencies and their approved contractors. NASA describes products as concentrated in Category A and services in Categories B and C. The NAICS code is chosen at the order level, and small-business set-asides may be used at the order level. Allowed order types include firm-fixed-price, time-and-materials, labor-hour, and other commercial pricing arrangements.

Blackwatch holds Category C under contract 80TECH26D0872 as a small business. The master contract NAICS is 541513 and the CAGE code is 622B2. The ceiling is not to exceed $20 billion. Solicitation 80TECH24R0001. Net payment terms are 30 days unless a delivery order says otherwise.

NASA funds SEWP through a program usage fee. NASA’s SEWP VI contract-holder example and the current SEWP ordering guidance state that fee as 0.34 percent, included in the quoted price. Use the fee printed on the SEWP quote for the order you are placing.

Fair Opportunity

SEWP VI is a multi-award government-wide acquisition contract. Ordering offices give holders a fair opportunity under FAR 16.505(b). The clause below is NASA SEWP VI contract section A.1.13, as set out in NASA’s contract-holder website example.

A.1.13 Fair Opportunity and Requests for Quotes. Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote, or otherwise offer for sale any IT solutions not listed under this contract until those solutions are included in the SEWP database of record and available to all Government end-users.

If the Government issues a Request for Information (RFI) as part of market research, the Contractor may provide items not yet listed on its SEWP contract as part of a market-research quote if (1) all such items are clearly marked as not yet available on the SEWP contract, and (2) the Contractor submits a technology-refreshment request to add those products to the contract.

If the Government issues a Request for Quote (RFQ) or a Market Research Request (MRR), the Contractor may respond only with items available on its contract, and the price of each item shall be no greater than the price in the SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on its contract to fully respond to a formal RFQ, the Contractor must respond with a No Bid.

Unless the RFQ specifically allows partial quotes, the Contractor must respond fully to every requirement in the RFQ. When submitting a quote, the Contractor must state how long the quote is valid and shall honor an order submitted within that period.

When responding to an RFI or RFQ from the NASA SEWP online quoting system, the Contractor must respond as outlined in the Contract Holder User Manual. Contract holders may not use Government information on the NASA SEWP Contract Holder Only pages, including RFQs and RFIs, for any purpose other than proposing on SEWP requirements. That includes giving that information to companies that are not SEWP contract holders so they can submit unsolicited proposals against requirements already posted in the SEWP quoting system.

How to obtain a quote

Use the NASA SEWP quote tools at www.sewp.nasa.gov. That is the recommended way to give holders a fair opportunity and to keep the selection record with the ordering office.

• Submit the requirement in the SEWP quote-request tool so the appropriate holders in the group or set-aside can respond.

• Tell Blackwatch what you need, where it must be delivered or performed, when you need it, and how long the quote must remain valid.
• Blackwatch will identify anything that is not yet on the contract, will not exceed the SEWP database price, and will state the quote’s validity period on the quote.

Installation, warranty, and post-delivery support

Installation, basic warranty, extended warranty, technical support, software support, and other post-delivery terms are the terms written on the SEWP quote, plus the provider’s warranty for the items or services ordered. Blackwatch does not shorten a manufacturer’s warranty.

Placing an order

After you select a quote, send the delivery order the way www.sewp.nasa.gov instructs at that time. NASA’s published path has been email to sewporders@sewp.nasa.gov or fax to (301) 286-0317. SEWP assigns a tracking number and routes the order to the contract holder.
